Following the 9/11 attacks, international efforts to disrupt al-Qaeda's finances intensified. Governments froze assets, blacklisted individuals and organizations suspected of supporting terrorism, and worked to improve financial intelligence sharing. These measures made it more difficult for al-Qaeda to move money and operate, but they did not completely eliminate its funding sources.
