The Ministry of Finance and Prices of Cuba

The Ministry of Finance and Prices (Ministerio de Finanzas y Precios – MFP) is the Cuban government entity responsible for managing the nation’s financial resources, setting price policies, and overseeing the state budget. In Cuba's centrally planned economy, the MFP plays a critical role in resource allocation, economic control, and the implementation of government policies.

One of the MFP's primary functions is the preparation and execution of the annual state budget. This includes forecasting revenues, allocating funds to various sectors like healthcare, education, and defense, and monitoring spending to ensure adherence to approved plans. Furthermore, the Ministry oversees the collection of taxes and other revenues. This function has gained increased importance as Cuba attempts to diversify its economy and attract foreign investment. Tax reforms and the implementation of new tax regulations are undertaken by the ministry to generate more State income.

In recent years, the Ministry has been involved in initiatives aimed at modernizing Cuba’s financial system. This includes implementing new accounting standards, improving tax administration, and promoting the use of technology in financial transactions. They are also playing a role in encouraging the growth of the non-state sector, including small and medium-sized enterprises (SMEs), by creating a regulatory framework that supports their development.

Challenges facing the MFP include navigating the complexities of a transitioning economy, addressing chronic shortages, managing inflation, and improving financial transparency. The ongoing US embargo and its effects on the Cuban economy exacerbate these challenges. The Ministry must also adapt to the evolving global economic landscape and ensure that Cuba's financial policies are aligned with its broader development goals.

The Ministry of Finance and Prices operates under the direction of a Minister, appointed by the President of Cuba. The Minister is responsible for overseeing the Ministry's operations and representing Cuba in international financial forums.
